Emergency authorities say the Balugo River and tributaries overflowed their banks in the province of Negros after a night of pounding rain, flooding much of Silay city and nearby villages.

A woman and her 10-year-old daughter were crushed to death when rising waters pushed down a wall on top of them near Silay, some 470km south-east of Manila, the Provincial Administration Center said.

At least two Silay bridges collapsed under the pressure of the floodwaters, while most roads were impassable, according to the centre.

Emilia Villavicencio, head of the Social Welfare Department in Silay, said about 90% of the city centre was underwater this morning.
