The Flood Tribunal has heard that Ray Burke broke the law on currency exchange controls in 1985.
Mr Burke admitted he never applied for exchange control permits when he moved £15,000 from London to Dublin and on to Jersey in the Channel Islands.
Mr Burke, who was a Junior Minister in the Jack Lynch-led Fianna Fail government when exchange controls were introduced, said he "freely admits" that he broke the law.
His explanation was that he was deficient when it came to paperwork.
