The Limerick Regeneration Framework is to be launched today after first being proposed seven years ago.
The program will see a rejuvenation of areas of the city as well setting social and economic goals.
Minister for Housing Jan O'Sullivan - who will launch the plan - said it will make Limerick city a better place to live for everyone.
"The plan is one that will achieve much better housing for people," she said.
"And I suppose a more people friendly community, plus a lot of measures in relation to education and integrative services for families and economic opportunities".
