The Irish Society for the Prevention of Cruelty to Children has expressed concern at the lack of monitoring facilities of those posing a risk to children.
The warning comes in the wake of the murders of 10-year-old schoolgirls Holly Wells and Jessica Chapman in Soham, Cambridgeshire.
Paul Gilligan of the ISPCC says lessons must be learned from the Soham deaths.
