Governance issues at the National College of Art and Design will come under scrutiny this morning.

Officials from the college will come before the Public Accounts Committee to explain why their audit committee met just once in two years.

The financial costs associated with mergers of Institutes of Technology will also be discussed.

In particular, the proposed merger of Carlow and Waterford ITs, which incurred 381 thousand euro worth of costs before being suspended in October 2014.

Chair of the Committee John McGuinness says there has been no explanation to date for the expenditure.

"I have not had an explanation ... in the context of the reports or indeed in the response from the Department of Education," he said.

"These are areas of expenditure that are huge, so you would expect that at the end of this expenditure, that you would have project that would have been completed.

"But in the case of Carlow and Waterford, it has completely broken down."
