Ireland is among seven EU countries facing European court action for failing to introduce laws to recognise the qualifications of a range of workers, including electricians, hairdressers and "itinerant tradesmen".
The rules are designed to make it easier for people to move around EU countries and establish a business in any member state.
Many professional qualifications, such as those of doctors, lawyers and teachers, are already recognised equally in all 15 EU states.
