The Government's Sales Law Review Group has expressed a number of concerns about a proposed EU directive on consumer law.
The group was set up by Enterprise Minister Mary Coughlan last year to examine the Directive on Consumer Rights and the implications it will have on Ireland.
It says fears that the proposed law favours businesses rather than consumers have to be addressed.
It has also expressed concern about possible changes to in-store transactions that would allow businesses to offer a repair or replacement of faulty goods instead of a refund.
