Sinn Féin president Gerry Adams is due to meet the Taoiseach Bertie Ahern in Dublin today to discuss how to restore devolved government in the North.
Sinn Féin wants negotiations on the restoration of the power-sharing institutions to begin early in the New Year following the IRA's declaration of an end to all activity.
However, the Democratic Unionist Party is insisting that it will not even consider talks until it is satisfied that the IRA is honouring its promise.
The hardline unionist party is also seeking a raft of concessions from the British government to restore unionist confidence in the peace process.
The planned amnesty for paramilitary fugitives, the arrest of Sinn Féin's Francie Brolly in connection with the Claudy bombings and the ongoing situation at Irish Ferries are also expected to be discussed at today's meeting.
