Nursing unions are meeting today to decide on the details of the next stage in their campaign for better pay, and a shorter working week.
They are expected to announce a number of work stoppages for hospitals around the country.
A work-to-rule by 40,000 nurses is now entering its eighth day and after over a week of industrial action and blame games the dispute still looks no nearer to resolution.
The HSE claims the nurses' work-to-rule is seriously disrupting services in hospitals around the country, but the Irish Nurses Organisation and the Psychiatric Nurses Association say it is not impacting on patient care.
With no new face-to-face talks on the cards representatives from both unions will meet this morning to step up the ante.
They will decide on the details of the next stage in their campaign with rolling work stoppages on the cards for hospitals around the country, and disruption on the horizon for patients.
