The Minister for Social Protection Joan Burton has said the Labour Party wants a clampdown on tax exiles.
Ms Burton said the Government is awaiting a report next month which will give information on the number of Irish nationals who avail of the loophole.
She made the comments at a pre-Budget event in Dublin where more than 30 voluntary and community groups are making submissions to the minister.
Ms Burton said the Labour Party wants to ensure that people who can afford to make a greater contribution will do so.
