The HSE is due to meet unions involved with staff at Our Lady's Hospital in Navan, Co. Meath, today.
Officials from the executive will explain the decision to close acute and emergency surgery at the hospital, as well as the orthopaedic theatre next month.
Unions are accusing the Health Service Executive of breaching agreements by not consulting them in advance of the move.
Tony Fitzpatrick of the Irish Nurses and Midwives Organisation says the issue is also due before the Labour Relations Commission.
"I think it's time that the HSE stepped up to the plate," Mr Fitzpatrick said. "They have clear obligations under national agreements and under the law, and we expect them to provide the relevant information to the trade unions.
"And we'll take time to consider that information - but aside from that the unions have already decided to refer the breach of the Information and Consultation Act to the Labour Relations Commission and we await a date for a hearing with regards to that."
