Unions say there is no chance of avoiding crippling industrial action in the public sector.
They also warn there is now no chance of cooperation on reforms in the delivery of public services.
Eoin Ronayne from the CPSU, which represents lower paid civil servants, said that those on low pay had been disproportionately hit in the recent cutbacks.
"We are looking at a period, unfortunately, of a sustained escalation (of industrial action) into full stoppage if necessary," he said.
