The President of the European Union is warning that a second 'no' vote by the Irish people to the Nice Treaty will mean an end to EU expansion.

Speaking in Copenhagen, Romano Prodi insisted that there was no backup plan if the Irish people rejected the treaty again.

He said no plan B would be able to help European expansion.

He insisted that the economic plight of eastern Europeans now rested with Irish voters.
