UN heads to urge Russian sanctions on Syria

After 16 months of fighting, the international Red Cross is formally declaring Syria's conflict a civil war.

UN chiefs are meeting Russian leaders today, to try to encourage them to put pressure on Syria by imposing extra sanctions.
