Talks aimed at resolving the row over the recruitment freeze in the health service are resuming at the Labour Relations Commission this morning.
Health unions say the cost-cutting measure is having a serious impact on services in several hospitals around the country.
They also claim the HSE has breached the latest social partnership agreement by failing to consult unions before making the move.
The job freeze is designed to claw back a €245m overspend in the HSE's budget for this year.
