Justice Minister Frances Fitzgerald says there is "no hiding place" for anyone who has penalty points improperly quashed - after a new report showed six senior officers cancelled points against Garda policy.

The leaked report details 54 breaches of the penalty points system - which took place after a Garda Commissioner order for the practice must stop.

The Minister says the report will be made public, and says it represents a "cultural shift" in monitoring Garda policy.

"I can't comment on the detail, let's wait for the detail," she said.

"But it's a cultural shift. There is no hiding place for anyone, that's the reality of the situation."
