Two more suspects have been arrested in connection with a series of car bombings near Chechnya.
Twenty three people were killed and 144 wounded in a single day last month.
Eight people have been charged in connection with the March 24 blasts, and police are questioning another suspect who has not yet been formally charged.
One suspect remains on the run.
Officials blamed the bombings in three cities in southern Russia on Chechen rebels, but rebel leaders denied any role.
Russian authorities say the rebel government supports terrorists, and pointed to a series of apartment bombings in Russia in 1999 as justification for resuming military operations against Chechnya that year.
