The Government's four-year plan projects that real GDP will grow 2.75% on average over the 2011-2014 period.
Employers group IBEC said it would be a challange to achieve the growth targets, while at the same time reducing expenditure and raising tax revenue.
According to the document some 90,000 new jobs will be created, with unemployment predicted to fall to below 10% by 2014.
