Australia are due to host the event in 2003, with two groups and some knock-out matches also taking place in New Zealand.

However, the Kiwis have suggested they may pull out, having apparently decided that they could not make money out of the venture if Australia hosts both semi-finals, plus a group containing South Africa and England, a likelihood which first became evident when a draft draw was released last month.

If New Zealand do back out, the tournament will move to Europe, with Twickenham being suggested as a likely venue for the final.

However, the International Rugby Board are determined to resolve the argument between the two southern hemisphere giants.

Intensive discussions have taken place between the Australian Rugby Union and World Cup officials over the past three days, and International Rugby Board chairman Vernon Pugh is optimistic a deal can be done.

‘‘I expect an agreement to be signed within the next 10 days,’’ he said.
