Four homes have been destroyed in the Queens jet crash.
Rudolph Giuliani says at least four other houses have been seriously damaged and up to 12 had been damaged in some way.
He said there was no information on any survivors.
"The fires are not under control yet but they are contained. We are recovering as many bodies as we can."
The Mayor added it would be wrong to speculate on the cause of the crash this early.
"There is no reason for anyone to change anything they have to do in their life as a result of this.
"Right now the city is on the highest state of alert, but it has been on the highest state of alert for almost nine weeks now.
"People should go to work, should go to school, people should go about their normal way of life. There is no threat to them.
"This may well have been a mechanical failure. It may have been something else - the FBI and the police will investigate that part of it."
He praised the rapid response of firefighters and police which helped bring the fires under control.
