The employers' body, IBEC wants the employers' PRSI rate to be reduced from 12 to 9%.
It has also has called for urgent reform to the country's public services and wants priority items in the National development Plan to be delivered on time.
Director of Economic Affairs, Brian Geoghegan says the cost of employment was increased in last year's budget.
He also said the removal of the employers' PRSI ceiling did a lot of damage to competitiveness.
