The Dublin Society for the Prevention of Cruelty to Animals says it is appalled by the discovery of four puppies which were left for dead in Dodder Park.
The pups were found in a bag by a passer-by, who alerted the DSPCA.
After being examined by a vet, it was discovered that the animals were only two-and-a-half weeks old, which is too young to be separated from their mother.
A member of the DSPCA is bottle-feeding them every three hours and the organisation says it is hopeful that they will all survive.
It also says it is vitally important that the mother is taken to a vet for an exam.
