Mary Coughlan, the Minister for Social and Family Affairs, is due to publish an action plan on tackling poverty and social exclusion later today.
The plan calls for a focus on sound economic and fiscal policies to maintain high levels of employment, "generous" social welfare payments and the introduction of programmes to support people at risk of poverty and disadvantage.
Ms Coughlan said the aim of the plan was to eradicate social exclusion by 2010.
She said tackling child poverty was among her department's highest priorities.
