Health Minister Mary Harney has announced a number of measures to try and rebalance the HSE's budget deficit.
It is hoped the moves will save the health authority €147m.
As part of the revised HSE service plan for 2009, consultants will only receive a part of the payment agreed under the new consultant’s contract.
Increased on-call allowances and call out allowances for doctors will not be paid.
And the amount of money being allocated to the National Treatment Purchase Fund is being reduced by €10m - that money will be transferred directly to the HSE.
There will also be a one-off payment of €50m from the VHI to the HSE for monies owed.
