There are fears the City will turn its back on attempts to raise the necessary stg£400m still needed for the stg£660m project for a new stadium.

And, with north London duo Arsenal and Tottenham examining moves, the possibility of the sale of Wembley to a club cannot be ruled out, according to Stubbs.

He said: "To sell Wembley to a Premiership club now has got to be an option worthy of real serious consideration. We might not have any choice.

"Wembley could take a percentage of ticket sales. The club would need to spend stg£30m to upgrade the infrastructure."

But Brooks admitted complaints from local residents could throw a spanner in the works and he acknowledged there is a chance the FA might attempt their own revamping, as an alternative to abandoning the site and losing stg£140m already invested in the project.

He continued: "They would object to the stadium being used 30 times a year instead of a dozen times."
