The Minister for Energy Eamon Ryan has said there will only be an international deal on climate change if the United States, China and India commit to making reductions in carbon emissions.

The Minister for Energy Eamon Ryan has said there will only be an international deal on climate change if the United States, China and India commit to making reductions in carbon emissions.

Mr Ryan is in Copenhagen at the UN's climate change summit.

Green Party leader and Environment Minister John Gormley will arrive at the conference today for a crucial week of intensive negotiations.

Almost a thousand people were arrested during a protest outside the summit yesterday.

Minister Eamon Ryan said a breakthrough can be made but it will be "difficult".
