The Minister for Foreign Affairs, Dermot Ahern has held talks with the Northern Secretary in Dublin.
Afterwards, Paul Murphy said there was still some difficult issues to be resolved to try to break the impasse in the Northern peace process.
However Mr Murphy has said there is a willingness amongst the political parties in the North to restore the Assembly at Stormont.
Mr Murphy said: “We have now come to the second anniversary of the suspension of the institutions in Northern Ireland and that in a way is a significant date because it means after two years direct rule has been operating in Northern Ireland.”
“I want to shed that as quickly as I possibly can, so that local politicians can take local decisions.”
