Bath could be fined over the postponement of Saturday's Heineken Cup decider against Newport.
Derek McGrath, chief executive of European Rugby Cup Ltd, has called for a full report into why the game was called off 30 minutes after it was due to start.
A capacity crowd of 8,200 had already packed into The Recreation ground ahead of the clash.
The game was rescheduled for Sunday but called off again after a mid-morning inspection because of frost.
The match is now due to be played on Tuesday night (7.30pm kick-off) leaving Newport and Bath fans furious,
"We are genuinely sorry for the problems and inconvenience to all our supporters," read a statement from Bath.
"We will monitor the pitch throughout the night in order to ensure, as far as practically possible, the game is played on Tuesday."
Bath must beat Newport by an unlikely 11 tries to go past Pau as a best runner-up and earn a quarter-final trip to Stade Francais.
