Ireland On Sunday reporter, Frank Connolly, who was the first journalist to expose alleged corruption in North Co Dublin through a series of articles in 1996, has said that Justice Flood may punish witnesses who failed to co-operate and frustrated the work of the Tribunal.

"This absolute frustration that he experienced at certain times will be reflected," he said.

"I think that some people will have to worry that at the end of the day, maybe not in today's documents but further down the line, that failure to co-operate will result in them failing to get the substantial legal costs that they incurred as a result of their appearances at the Tribunal," he said.
