Bush urges cabinet to have 'highest ethical standards'

George W Bush has ushered in his new administration by calling on his staff to uphold high ethical standards.

Bush asked new White House staff to help deliver on promises he made during the campaign, adding they are there to make progress on vital issues.

The new president implicitly sought to draw a distinction between his administration and President Bill Clinton's, which was tainted by scandal.

"I want it said of us that promises made were promises kept," Bush said in his first official appearance in the East Room.

"I expect every member of this administration to stay well within the boundaries that define legal and ethical conduct.

"This means avoiding even the appearance of improper conduct."

He urged the staff members to consult White House counsel Al Gonzales on ethical matters, and called on them to confront colleagues if they see questionable behaviour.

"No one should hesitate to confront me as well," Bush said.
