Sinn Fein is questioning the legality of the RUC's recruitment drive, due to begin on Friday.
The party says, under law, the RUC chief constable Ronnie Flanagan is duty bound to consult with the proposed police board and Equality Commission before recruiting new members to the force.
Sinn Fein's Martin McGuinness said the police board does not yet exist and he is not aware of any talks taking place.
