Consumer prices rose by 1.3% last year, according to the Central Statistics Office.
The CSO said there was a slight increase month-on-month in December.
The cost of housing, water, electricity, gas and other fuels rose by almost 10% in the year,whilst transport increased by almost 4%.
The cost of clothing and footwear fell by around 4%, alcohol and tobacco fell by 3% and education was down also by 3%.
The annual rate of inflation for services was 2.1% for 2010.
