The Junior Health Minister, Alex White has said the Oireachtas has failed in its duty to legislate for medical abortions.
The terms of reference and membership of the HSE team set up to investigate the death of Savita Halappanavar are expected to be announced later today.
31-year-old Savita died at University Hospital Galway last month following a miscarriage and her husband has claimed she was denied a termination.
Minister White said he has no doubt about the ability of the HSE to carry out an independent inquiry into the case, but he said it is time for the Government to take action.
Mr White said: "The effects of the X-Case decision in the Supreme Court in 1992 should have been dealt with by legislation in the Oireachtas.
"I have to say that I think the Oireachtas has failed in its duty in relation to dealing with that and governments all along the line equally have failed in their duty in this regard."
