The Government Supplies Agency advertised for firms to manage the project which has a February 18 deadline for applications.

A referendum on the Treaty is expected to take place in May.

The Referendum Commission aims to mail drop every household in the state with the booklet which will be written in English and Irish.

“Volume is estimated between 2.4 and 2.5 million pieces. The scope cannot be determined at this stage,” a spokesman said.

Fine Gael has called on the Government to name a date and begin an objective information campaign to stop groups scaremongering about the Treaty.

Party leader Enda Kenny discussed the issue with European Commission President Jose Manuel Barroso in Brussels on Thursday.

A tns/MRBI poll for the Irish Times said on Friday that 64% of voters have yet to make up their minds on how they will vote.

Only 12% believe they have a satisfactory knowledge of what is in the Treaty.

Ireland is the only EU country holding a referendum on the Treaty.
