Taoiseach Enda Kenny says the message delivered by the people to Government on Friday was "loud and clear".
He insisted the government would act immediately to address issues like medical cards and housing.
"My commitment to the people is to redouble our efforts to deal with those issues which have not just come to light today, but which have been around for quite come time," he said.
"But in the structures that you change, before homeless, social housing, construction sector - remember in the boom years, when they built 90,000 houses a year, last year there were 8,000 finished.
"We need to be building 25,000 a year."
