The Social Democrats expect to pass a bill this week to give more rights to renters.
It would mean landlords have to give at least 90 days notice of eviction and increase the fines if they breach this.
People would also be able to see how much rent previous tenants paid, to stop drastic increases.
The bill has support from Fianna Fáil and Sinn Féin, according to Social Democrats TD Roisin Shortall.
She said: "After three years a family can still be evicted with just 56 days notice and we don’t believe that is fair or reasonable.
"When you put yourself in that situation, settled with a family and you get this bombshell that your landlord is going to sell it is impossible to find alternative accommodation in that short time."
