A report is to recommend changes in how Gardaí use their powers in cases where a child may be at risk.

Children's Ombudsman Emily Logan will publish her report today into the wrongful removal of two Roma children from their homes last year, over concerns they had been abducted.

Former Justice Minister Alan Shatter ordered the cases in Dublin and Westmeath be looked into last December.

His successor Frances Fitzgerald has refused to confirm reports she will issue an apology to the families involved once the report is made public.
