The Minister for Social Protection, Joan Burton, has published a plan aimed at improving employment prospects for young people.
The 40-page document looks at how to implement the so-called "youth guarantee" which was recently adopted across the EU.
That calls on all countries to offer young people an education, training or work experience intervention if they are out of work or have left education for four months.
Ireland will phase in the guarantee as immediate full implementation would require an extra 70,0000 places in employment and training measures.
