Minister McGrath is hoping the Cabinet will give that the green light before Christmas, and he had this message for 'Grace'.

He said: "I'd like to use this opportunity to apologise to 'Grace' and her family for the failings identified in the Conor Dignam report and also for the care they received.

"The important thing is that we ensure, we identify and find out the facts of the case, so that is why I am setting up the commission of investigation."
