Details of the local Government bill will be formally published at noon today.
When the legislation is passed it will bring an end to the dual mandate practise whereby TDs and Senators can sit in the Oireachtas and on local authorities at the same time.
Environment Minister, Martin Cullen, will unveil the plan.
This so called dual mandate currently applies to 128 Oireachtas members. It is understood the proposed bill will include a monetary payment to TD's and Senators as part of a pay-off deal.
The bill is also expected to reject the idea of local mayors being elected by the public and is expected to remain with the current practice, whereby the first citizen of a town or city is elected by the public representatives.
