Irish Aid says it will carry out a full investigation of the systems in place in countries where Ireland donates money.
The announcement comes after €4m in aid was discovered in a bank account operated by officials from the office of the Ugandan Prime Minister.
Uganda has pledged to repay the money. Any further Irish aid is on hold until that happens.
The Ddirector of Irish Aid Brendan Rogers has told the Oireachtas Foreign Affairs Committee that their organisation is not perfect, and he hopes no other instances of fraud are uncovered.
"We're going to have to interrogate all our systems and put our hands up and look at it all again with a fresh look, and we're going to do that," he said.
"I am hopeful, reasonably confident, we're going to see nothing like this [again], because nothing like this has happened to any of the donors before. But we're going to have to look."
