Waiting lists, the number of people on trolleys and HSE expenditure are being scrutinised by the Public Accounts Committee (PAC) this morning.
HSE bosses will also be asked to explain their procurement practices, after a Comptroller and Auditor General (C&AG) report pointed to significant non-compliance.
The HSE budget over-run last year will also be discussed.
PAC chairman John McGuinness TD said that the HSE is also suffering due to non-payment from a number of hospitals.
"The issue of outstanding debt to the HSE from different hospitals that have not signed off in relation to private health insurance, and as a result of that the HSE are owed a significant amount of money" he said.
