GSOC is calling for the Garda Commissioner to be subject to oversight, in a submission to the joint Oireachtas Committee on Justice, Defence and Equality.
The submission is about the effectiveness of legislation regarding oversight of An Garda Síochána.
It says up to now the Garda Commissioner has been legally outside the remit of the Garda Ombudsman Commission, and the role should be subject to its independent oversight.
The submission also proposes that Gardaí no longer carry out investigations for GSOC, because it says that is questionable in terms of independence and effectiveness.
The Commission also suggests that GSOC should become an external confidential recipient, to deal with allegations of corruption or malpractice from Gardaí.
