The GAA has called a meeting with local residents and stadium officials to discuss opposition to this summer's Croke Park gigs.
One Direction are due to play three nights in May, with Garth Brooks taking to the stage for five nights in July.
Locals say they have a written promise from the GAA that no more than three gigs would be held without consulting with them first.
Local TD Sinn Féin's Mary Lou MacDonald will attend the meeting today.
"People understand that when big matches or concerts are on, a lot of people travel through a residential area and that causes considerable upset for local people," she said.
"It's a question of seeing can we strike the right balance."
