Dublin City Council is to take ownership of the Priory Hall complex and refurbish it.
The plan has been revealed as the former residents consider proposals put forward by the Government yesterday.
The details are not being made public, but it is believed apartment owners will have their mortgages cancelled, and they will be pre-approved for new homeloans.
The Environment Minister said Priory Hall will be refurbished to a high standard, having recently said he'd be open to bulldozing it.
The complex is likely to need extensive refurbishment after lying vacant for nearly two years after it was evacuated, deemed unsafe due to fire safety hazards.
Sean Kenny, Labour TD for Dublin North East, said it is up to residents if they see fit to accept the proposals.
"I don’t want to pre-empt their discussions … [but] it seems to me a very positive deal," he said.
"I'm sure they will consider it and come to their conclusions based on their own situation."
