The IHCA was hoping to have the document in time for a meeting of its ruling body this weekend, but the meeting has now been postponed.

Agreement on the new contract was reached last month following negotiations that have dragged on for years.

The IHCA says it has found it very difficult to meet with the HSE since the talks concluded three weeks ago.
