The Minister for Social Protection said the development of the community policing model in Ireland is vital.
Joan Burton has been responding to the rapid rise in violent deaths this year.
Gardaí are investigating nine killings in various parts of the country since the start of January, many of which are now before the courts.
While none of these crimes are related, a common factor is that the majority have taken place in residential properties.
Minister Burton said the development of community policing in Ireland is essential.
"I certainly think that the development of the community policing model in Ireland is really important, in terms of ensuring that people in local areas and neighbourhoods have good quality policing.
"Unfortunately, drink seems to be a factor in a lot of the reported violent deaths since Christmas."
