Just five of the country's wealthiest tax exiles have paid tax under a new measure in Budget 2009.
The last Government's plan to force the non-domiciles to pay their fair share has only netted 879,000 so far, according to the Sunday Independent.
The levy was introduced for those who are tax exiles, but who earned an income of €1m or more and who had assets of more than €5m in Ireland.
