The former head of the European Central Bank Jean-Claude Trichet has said that he will not be appearing before the Oireachtas Banking Inquiry.
Mr Trichet was the ECB president during Ireland's banking collapse, and was a strong opponent of burning Anglo bondholders.
However, he says the 2008 bank guarantee was a decision taken "without consultation" by the Irish government of the time, and he was informed of it after the fact.
Mr Trichet has said that the ECB's rules mean he won't be appearing when the Banking Inquiry starts hearing from witnesses later this year:
"If the rule would be changed then I would apply the new rule," he said.
"But one has to be responsible.
"And again - all decisions are taken collectively by all members of the (ECB) Governing Council, and the responsibility of explaining decisions (is) in the hands of national governments."
