The Energy Minister Alex White travels to Italy today to hold an informal meeting with his European counterparts on climate change.
It is understood Ireland is seeking easier targets as the European Council comes up with a new climate-change policy.
The 2030 framework is set to go much further than previous targets and proposes a 40% reduction in greenhouse gas emissions and an increase in renewable energy use of 27% across the EU.
Government officials have already told their EU counterparts that Ireland is unlikely to be able to meet 2020 greenhouse gas reduction targets and that this must be recognised before 2030 targets are set by the council this week.
